California Gov. Arnold Schwarzenegger, in his efforts to find funds to balance the state budget, has proposed borrowing $2 billion from municipal governments over the next fiscal year, a tactic that is rankling local officials up and down the state.
Mr. Schwarzenegger is invoking a 2004 law that lets the state demand loans of 8% of property-tax revenue from cities, counties and special districts. Under the law, the state must repay the municipalities with interest within three years.

California is the shining example of failed Progressive Marxism. Even Trotsky would have been ashamed. At least he believed that in order for Socialism to flourish, a perfect and thriving Capitalism was necessary.

In what way is California Marxist? I believe I said "Progressive" Marxism... Marx's theory of Economic Base and Political Superstructure (Base and Superstructure) that has been morphed into elitist or Progressive thinking. Where the arrogant Politician's network (superstructure) believe they are indispensable and superior to and know whats best for the prolitarian (base).
This can only work to the point of diminishing returns to the the majority of prolitarian, where only a few elite are now the benefactors at the expense of the base labor.. THe very purpose of the Marxist revolution has been inverted. Again they produce excess labor but now rather than to the landlord power benifit its for the politicians power benifit.

The "base" finally got tired of supporting the elitist progressive politicians Marxist agenda. Using the power of tax money to buy government employee votes... The voting power has shifted from the public socialist government union employee sector back to the private sector. The voters said "not another dime and fire those you have now".
THe cost to many was greater than the benefit to a few. For example when most California cities and towns are supporting three police and three fire departments (one active and two retired) and two legislator bodies (one retired and one in session) at full salaries and benefits at twice the national going average and trice the going wage of the taxee paying for it, the system has failed as all socialist systems are doomed. Socialism only works until you run out of other peoples money. The Tea Party continues.
