for how long? Permanently? no, not unless we stay until the end of time. The terrain and the people are just too conducive to terrorists. Perfact hiding and defensible positions in the mountains, a people easily fractured. Just a ridiculous place. And what is the goal of the war? Get Osama? He aint there. And if he aint guess what? You can't win.
