That sounds like what is going on right now except that the low-paid immigrants are here illegally and employers aren't paying SS on them.

I don't think it has stimulated the economy.

All it would do is legally allow employers to lower their wages for immigrant labor, and those eliminating more American jobs.

So if 90% are normally imported america could manufacturer again.
