Yes and No.

Examples: Flooding in New Orleans, lots of looting. Flooding in Fargo, very little looting.

It would all depend on the local authorities ability to maintain order. You forget that we've had big disasters in the U.S. before. Galveston Hurricane, Anchorage Earthquake, San Francisco Earthquake, Johnstown Flood, etc...
