The program was never implemented. How do you put Cheney in jail for something that never happened? Has anyone here spoken about what it was? Kill or capture Al Queda leaders on site. That needs to be a program? Thats fKN commmon sense!!!! You want to jail Cheney for having common sense?

If what he was doing was "common sense", why did he feel the need to keep it a secret and why did he tell others to lie in order to keep the cover-up safe?

Do we have proof of him telling people to lie for him to cover it up? Or is this more verbal diarrhea from Olberman and his crew?

From the first paragraph from the NY Times Article I posted....
The Central Intelligence Agency (http://topics.nytimes.com/top/reference/timestopics/organizations/c/central_intelligence_agency/index.html?inline=nyt-org) withheld information about a secret counterterrorism program from Congress for eight years on direct orders from former Vice President Dick Cheney (http://topics.nytimes.com/top/reference/timestopics/people/c/dick_cheney/index.html?inline=nyt-per), the agency’s director, Leon E. Panetta (http://topics.nytimes.com/top/reference/timestopics/people/p/leon_e_panetta/index.html?inline=nyt-per), has told the Senate and House intelligence committees, two people with direct knowledge of the matter said Saturday.

From the first paragraph from the NY Times Article I posted....
“Because this program never went fully operational and hadn’t been briefed as Panetta thought it should have been, his decision to kill it was neither difficult nor controversial,” the official said. “That’s worth remembering amid all the drama.”
Sounds to me like Vurb is right, this was an idea more than an operation. When has it been a crime to debate ways to take out the enemy?

If what he was doing was "common sense", why did he feel the need to keep it a secret and why did he tell others to lie in order to keep the cover-up safe?Because.... wait for it.... wait.... IT WAS A SECRET!!!!. At least it was for 7n years, until they told congress that is. Then it was above the fold in the NYT in 2 weeks.
THere is no evidence to Cheney doing any such thing. It you deny a secret are you lying?? We used to hatch new strategy and tactics ideas in the field all the time. Until we wanted to implement them operational we had no obligation to tell anyone.
AS a matter of fact. Often we would be asked by the higher ups. "You working on something? Let me know about it when your ready to go?" They had better things to do (apparently not the case for Congress) than get involved in brain storming of minor operational detail of a program that may not even work or would not be implemented. .
There is a another component here that's being over looked. Congress does not run, internally supervise nor order the CIA. It only has oversight powers "watchful care" of their operations ...THere was nothing to watch because nothing was operational..

A secret about a program that didnt exist because it was never implemented. You DEMS sure have a hardon for Cheney. You are so desperate and ridiculous its amusing. I do not think Congress is entitled to know Cheneys daily thoughts or ideas unless he decides to implement them unless this is NAZI germany?. You want him prosecuted because if he had implemented it and not told congress then it would have been a crime? Sorry but you actually have to let a crime occur first. How do you know he would not have informed congress before implementing it?
